An Imperial Exploration and Colonization License was a Xaronese legal document that gave its holder the authority to assemble paramilitary units and establish interstellar colonies in the name of the Xaronese Emperor. IEC licenses were distributed by the Imperial Space Development Consortium and were highly valued, often selling for over 50 million Xaromarks.
